WASHINGTON (AP) ? A divided House approved a $3.6 trillion Republican budget on Thursday recasting Medicare and imposing sweeping cuts in domestic programs, capping a battle that gave both political parties a campaign-season stage to spotlight their warring deficit-cutting priorities.

But the partisan divisions over the measure, which is dead on arrival in the Democratic-led Senate, also underscores how tough it will be for lawmakers to achieve the cooperation needed to contend with a tsunami of tax and spending decisions that will engulf Congress right after this fall's elections.

"This is very easy," Robert Bixby, executive director of the Concord Coalition, a bipartisan group that advocates debt reduction, said of House passage of a budget that will go no further in Congress. "When you get to the budget bomb at the end of the year, it's for real. You're going to actually have to pass something."

The fiscal plan the House passed Thursday by a near party-line 228-191 vote would reshape and squeeze savings out of Medicare and Medicaid, the federal health insurance programs for the elderly and poor. It would force deep cuts in a wide range of spending, including rail projects, research and Pell Grants for low-income college students.

It would block President Barack Obama's plans to raise taxes on couples earning above $250,000 a year. Instead, it would collapse the current six income tax rates into just two, with a top rate of 25 percent ? well below the current 35 percent ceiling ? while erasing tax deductions and other breaks that the GOP plan failed to specify.

Overall, the GOP budget would cut spending $5.3 trillion more deeply over the next decade than Obama would ? out of more than $40 trillion that would be spent. It would cut taxes by $2 trillion more than the president's plan. That leaves Republicans seeking a hefty $3.3 trillion in deeper deficit reduction than Obama.

The measure immediately became grist for the presidential campaign.

"House Republicans today banded together to shower millionaires and billionaires with a massive tax cut paid for by ending Medicare as we know it and making extremely deep cuts to critical programs needed to create jobs and strengthen the middle class," White House press secretary Jay Carney said in a written statement.

At nearly the same time, GOP presidential front-runner Mitt Romney issued a statement of his own.

"The House budget and my own plan share the same path forward: pro-growth tax cuts, getting federal spending under control and strengthening entitlement programs for future generations," Romney said.

With such stark differences over what to do about huge federal budget shortfalls, it was easy to predict that the two parties would disagree vehemently over the House plan.

It was also easy for the two sides to remain divided because there is little practical consequence if Congress' budget is ignored or, like this year, if a final version is never approved. That's because the budget is a non-binding blueprint that legislators are supposed to follow as they work on spending and revenue bills later in the year, but don't really have to.

Come January, though, a series of potentially cataclysmic fiscal events will occur almost simultaneously that lawmakers and the new president will have to confront and agree to do something about, one way or another.

Tax cuts first approved under President George W. Bush will expire, imposing tax increases on virtually every working American. Billions of dollars in spending cuts to defense and domestic programs, triggered by the failure of Congress' debt-cutting super committee, will start taking effect unless legislators block them.

Right around that time, the government should hit its debt limit and need renewed borrowing authority to avoid a federal default. A new limit will be required from lawmakers who fought right to the brink in a similar battle last summer.

Congressional gridlock on spending bills, always a likelihood, may be threatening a federal shutdown. And a payroll tax cut, extra unemployment benefits and a host of temporary tax breaks for businesses will all be about to expire.

"You've got a budget just about to blow up. There's never been anything like this," Bixby said of the intersecting decisions that will have to be made.

Work on those problems could well start in a postelection session of Congress. Whether either party has more leverage than it does in today's stalemated Washington will depend on how the congressional and presidential elections are decided.

In one indication of the pressures that will face lawmakers seeking middle ground, a coalition of both parties' moderates offered a compromise budget this week that combined tax increases with spending cuts in an attempt to curb federal deficits. It lost resoundingly on Wednesday, garnering only 38 votes.

That measure's two leading sponsors, Reps. Steve LaTourette, R-Ohio, and Jim Cooper, D-Tenn., said in separate interviews that 100 or more lawmakers had told them they would support the bipartisan proposal or were leaning toward doing so.

But then came a flood of lobbying. Conservative groups like the anti-tax Americans for Tax Reform and the Club for Growth pushed Republicans to oppose the bipartisan plan, while the AFL-CIO, the National Committee to Preserve Social Security and Medicare, and other groups brought pressure from the left.

"A vote for Cooper-LaTourette is a vote for deep cuts in Social Security benefits, cuts in Medicare benefits and Medicaid" and tax breaks for the wealthy and for U.S. firms shipping jobs abroad, said a letter the AFL-CIO sent lawmakers.

"People are afraid of campaign money drying up, they're afraid of being attacked by ads on TV, they're afraid of losing goodwill, especially if they see you're not going to win," said Cooper, explaining the clout opposition groups had with lawmakers facing re-election this fall.

LaTourette said that after the bipartisan plan failed, he telephoned Erskine Bowles to apologize "for damaging his hard work." Bowles, a former White House chief of staff to President Bill Clinton, was a leader of Obama's bipartisan deficit-reduction commission along with former Wyoming GOP Sen. Alan Simpson. LaTourette and Cooper used the commission's debt-reduction plan as a model.

"I wasn't surprised that both the right and the left came at us," LaTourette said. "I was surprised at the ferocity of the attacks."

Far-flung galaxy's carbon signal

Astronomers have detected vast amounts of gas and dust in the galaxy that contains the most distant supermassive black hole known to science.

The galaxy, called J1120+0641, is so far away, its light has taken more than 13 billion years to reach Earth.

Researchers say they were surprised to see so much carbon in the observations.

The element is made via nuclear fusion of helium in massive stars and ejected when these giants end their lives in dramatic supernova explosions.

It is an indication of just how dynamic the early Universe must have been, said Bram Venemans, of the Max-Planck Institute for Astronomy in Heidelberg, Germany.

"The glow of carbon tells us there are stars being formed, and the dust also tells us that - that there is lots of ultraviolet light [from bright new stars] heating the dust. But the amount of carbon we can derive means a lot of stars must have formed and produced this carbon," he told BBC News.

Dr Venemans was speaking here in Manchester at the UK National Astronomy Meeting (NAM).

He and colleagues used the IRAM array of millimetre-wave telescopes in the French Alps to make their study of J1120+0641.

They see the distant galaxy as it was just 740 million years after the Big Bang, when the abundance of chemical elements in the cosmos would have been dominated far more by hydrogen and helium than it is today.

The supermassive black hole at the galaxy's core is about two billion times the mass of our sun, and shines as it shreds the matter falling into it.

The team might have expected to see a strong signal for heavier elements (or "metals" as astronomers refer to them) in this energetic emission, but the IRAM detects carbon across the galaxy.

"We found this accreting black hole and you see these metal lines, and that is not too surprising. This is quite a small region of space and you only need a couple of stars to go into the black hole to pollute its signal. But it's the same across the galaxy," Dr Venemans explained.

This indicates J1120+0641 is rapidly producing stars, cycling heavier and heavier elements as they go though the generations.

From their observations, Dr Venemans and colleagues calculate that J1120+0641 was forming those stars at a rate 100 times that seen in our Milky Way Galaxy today.

This is not quite as fast as some big galaxies later in cosmic time, but it is still an impressive performance.

"The presence of so much carbon confirms that massive star formation must have occurred in the short period between the Big Bang and the time we are now observing the galaxy," the Heidelberg researcher said.

The team credits the success of its study to a recent upgrade to the IRAM facility, which sits 2,550-m up on the Plateau de Bure. The processing of the signals received by the observatory's six dishes is now much improved.

"We would not have been able to detect this emission only a couple years ago," said team member, Dr Pierre Cox, director of IRAM.

CAIRO (AP) ? Egypt's Islamists have won a sizable majority on a 100-member panel tasked with drafting a new constitution, according to a list of names published Sunday by the country's official news agency. The list reinforces fears by secular and liberal Egyptians that the Islamists dominating parliament will pack the panel with supporters and ignore concerns of other groups.

The new constitution will determine the balance of power between Egypt's previously all-powerful president and parliament, and define the country's future identity, including the role of religion and minority rights.

The constitutional committee will have nearly 60 Islamists in all, including 37 legislators selected Saturday by parliament's two chambers. Half the panel will comprise public figures, also selected by members of parliament.

A handful of Christians and women were selected and there were only a few names from the revolutionary movement behind last year's ouster of longtime authoritarian leader Hosni Mubarak.

The announcement of the panel's makeup was followed by the sudden emergence of a public dispute between the Muslim Brotherhood, Egypt's largest political group, and the ruling generals who took power following Mubarak's ouster more than a year ago.

The Brotherhood's political wing, the Freedom and Justice Party, accused the generals of trying to "hinder" the transition to democratic rule. In a statement posted on its website, it also raised concern that presidential elections due in May could be rigged to benefit a "certain candidate" it did not identify.

The party, it added, is studying proposals to field its own candidate, reversing an earlier decision not to do so.

The ruling military and the Muslim Brotherhood have emerged as Egypt's two most powerful forces since Mubarak's ouster and an enduring quarrel between the two could put in serious jeopardy the transfer of power promised by the military for before the end of June. The presidential vote is due on May 23-24 and the winner will be announced June 21 after a runoff between the two candidates with the most votes.

The dispute also comes at a time when the Freedom and Justice Party, which controls just under half of the seats in parliament, is stepping up its criticism of the military-backed government and is calling for its dismissal. It is arguing that the government has failed to resolve any of the crises facing the nation, including an accute fuel shortage, rampant crime and a worsening economy.

"The (ruling) military council bears full responsibility for attempts to hinder the process of democratic transition and ... exporting crises to future governments," said the party's statement, suggesting that the military and the Cabinet were manufacturing the problems to discredit a future government likely to be led by the Brotherhood.

The generals' response was swift. In a statement carried by the official news agency, they described as "baseless" attempts to cast doubt on the integrity of the forthcoming presidential elections and pointed out they were the ones who planned and executed recent parliamentary elections. The vote was widely viewed as the freest in the nation's history.

The quarrel between the military and the Brotherhood adds to the uncertainty surrounding Egypt's efforts to establish a democracy after decades of authoritarian rule by Mubarak's regime.

Liberal lawmakers say a permanent constitution should not be written only or influenced by those who won a majority in a single election.

Some Islamists previously had indicated that they would seek to write the constitution by "consensus," but doubts among secular and liberal Egyptians increased last week after parliament's two chambers jointly decided to allocate half of the panel's seats to its own members, three-quarters of whom are Islamists.

Half of those are from the Brotherhood, which until now has been vague about what it wants the constitution to include. But they also include ultraconservatives known as Salafis, many of whom have called for the constitution to reflect hardline interpretations of Islamic Sharia law.

The country's most prominent democracy advocate, Mohamed ElBaradei, was not included on the panel, a glaring omission of a figure whose vocal opposition to Mubarak's regime in the year prior to its overthrow injected energy into the youth groups that engineered last year's uprising.

Pope Benedict XVI was to celebrate open-air mass on Sunday as he calls for non-violence and respect for human life during his landmark visit to Mexico overshadowed by complaints from victims of sexual abuse.

The presidency said they had discussed a broad range of international issues, including the combat against organized crime and climate change.

Shortly before the meeting, victims of sexual abuse accused the Vatican of protecting a notorious Mexican priest for decades, and expressed frustration that Pope Benedict XVI would not meet them in Mexico, at a news conference.

A group including alleged victims of abuse by Marcial Maciel, the late founder of the influential Legion of Christ religious order, presented a book that they say proves that Vatican officials ignored crimes committed by Maciel.

The pope has met with abuse victims in many foreign countries but has no plans to do so in Mexico.

Benedict referred to the mistreatment of children, without specifically mentioning Catholic pedophilia scandals of recent decades, in a speech to dozens of children from the balcony of Guanajuato's ornate Casa Del Conde Rul, where he earlier met with Calderon.

"I wish to lift up my voice, inviting everyone to protect and to care for children, so that nothing may extinguish their smile, but that they may live in peace and look to the future with confidence," the pope said.

In a country where violence is an open wound for many families -- with some 50,000 deaths blamed on drug violence in five years -- the pope also warned young people against revenge.

"The disciple of Jesus does not respond to evil with evil," he said.

In only his second trip to the world's most Catholic continent, the pope is in Mexico before traveling to communist Cuba on Monday.

Thousands of people waited outside his lodging in Leon Saturday in a bid to get a glimpse of the pontiff, who is following in the footsteps of John Paul II who came here five times.

"We could hardly sleep because of the emotion and now we can see the pope," said Xochitl Alvarez, an indigenous woman who travelled hundreds of miles (kilometers) from southern Mexico.

Benedict comes to a Mexican church facing challenges including legalized abortion and gay marriage in the Mexican capital and a drop in Catholic numbers in the world's second-largest Catholic nation -- with 84 percent of the population baptized.

Although he has not addressed particular challenges to the church, Benedict has called for respect for human dignity.

"This dignity is expressed especially in the fundamental right to freedom of religion, in its full meaning and integrity," he said.

The visit comes amid debate over new legislation, which Calderon's government is backing, to end restrictions on religious ceremonies in public places and a ban on religious involvement in politics.

In Cuba, Benedict XVI will seek to follow in the footsteps of John Paul II, who was credited with strengthening the church's relationship to the state and urging the communist island to open up, though it remains highly isolated.

Benedict said that Marxism "no longer corresponds to reality" and called for "new models" amid so far timid changes in the communist regime, on the journey to Mexico.

Cuban dissidents have meanwhile held a series of protests aimed at pressuring the pope into tackling the government on human rights.

WASHINGTON (AP) ? Barack Obama likes to talk about his kids. What parent doesn't?

But Obama isn't just another dad shooting the breeze about his kids' antics in last night's soccer game. He's the president, and he brings up his daughters to explain his thinking on all sorts of combustible national issues.

He's cited Sasha and Malia, now 10 and 13, in discussing everything from the rescue of an American aid worker from Somali pirates to the touchy subject of public access to emergency contraception. His daughters also are prominent in a family photo being used by his re-election campaign.

Most recently, Obama brought up his daughters when asked about conservative commentator Rush Limbaugh's reference to college student Sandra Fluke as a "slut" after she testified that birth control should be covered by insurance.

Obama said at a news conference that he'd called Fluke after Limbaugh made his comments "because I thought about Malia and Sasha, and one of the things I want them to do as they get older is to engage in issues they care about, even ones I may not agree with them on. I want them to be able to speak their mind in a civil and thoughtful way, and I don't want them attacked or called horrible names because they're good citizens."

Invoking his daughters is a way for Obama to bring big issues down to human scale, in a disarming way. It also is a reminder to Americans of the president's photogenic family ? a priceless political asset in an election year.

The Obamas can be fiercely protective of their daughters' privacy in some ways ? complaining if the girls are photographed while out on their own, for example ? but they've been more than willing to keep bringing them up in the national conversation. A few months ago, Obama brought up the girls in talking about the government's decision to keep the Plan B morning-after pill available only to those 17 or older, rather than allowing it to be openly sold on drugstore shelves.

"As the father of two daughters, I think it is important for us to make sure that we apply some common sense to various rules when it comes to over-the-counter medicine," Obama said. He went on to say the drug shouldn't be available for sale to young girls, "and I think most parents would probably feel the same way."

In January, when an American aid worker was rescued from Somali pirates by Navy SEALs, Obama thought aloud about what her father had gone through, and about his own daughters.

"I cannot imagine what he went through ? given Malia and Sasha ? and for him to be able to stay strong," the president said.

First lady Michelle Obama, for her part, frequently brings up her daughters while talking about her campaign against childhood obesity. She often tells about how the girls were starting to get off-track before the family's pediatrician gave her a wake-up call.

"Everything is calculated at that level," he said, adding that he doesn't blame the Obamas for "showing off a little."

But Wead cautioned that it can be risky for a president to invoke his children when debating weighty policy matters.

"Jimmy Carter got his hand slapped when he did that," Wead reminded.

In his 1980 re-election campaign, Carter brought up his 13-year-old daughter, Amy, during a presidential debate.

"I had a discussion with my daughter, Amy, the other day, before I came here, to ask her what the most important issue was," Carter said. "She said she thought nuclear weaponry ? and the control of nuclear arms. This is a formidable force."

Carter's rival, Republican Ronald Reagan, mocked the answer at a later campaign rally, saying: "I remember when Patty and Ron were little kids, we used to talk about nuclear power."

Obama's on safer footing when he jokes about his daughters to puncture the formality of an event and put people at ease.

When the president visited a Master Lock factory in Milwaukee last month to discuss American manufacturing, he got a laugh from the workers when he told them: "As I was looking at some of the really industrial-size locks, I was thinking about the fact that I am a father of two girls who are soon going to be in high school and that it might come in handy to have these super locks. For now, I'm just counting on the fact that when they go to school there are men with guns with them."

In a similar vein, he told a National Prayer Breakfast last year that he has prayed, "Lord, give me patience as I watch Malia go to her first dance, where there will be boys. Lord, let her skirt get longer as she travels to that place."

The crowd loved it.
