Kamloops golf courses crack PGA BC's Top 20 list

Three Kamloops-area golf courses have cracked the PGA of British Columbia's first annual Top 20 list.

The PGA polled its members online and by telephone, with more than one-third of the 650-member roster taking part.

Tobiano (#6), Talking Rock in Chase (#9) and Rivershore (#12) made the cut.

Tobiano finished second among public courses in B.C.

In addition, those three courses, along with The Dunes at Kamloops

Canoe Creek and Salmon Arm composed the Thompson-Shuswap regional medalists list.

Shaughnessy in Vancouver was named best golf course in the province, followed by West Vancouver's Capilano and the Victoria Golf Club.

Architects Thomas McBroom (Tobiano) and Graham Cook (Talking Rock) had more than one of their course creations in the Top 20 list.

"Overall, almost 100 courses received multiple votes and that just goes to show the depth of the quality of the province's courses," said

PGA of BC executive director Donald Miyazaki.

The rankings are a partnership between the PGA of BC and Inside Golf Magazine.

Waters recede in La., leaving sopping mess

BELLE CHASE, La. (AP) ? Floodwaters from Isaac receded, power came on and businesses opened Friday ahead of the holiday weekend, the beginning of what is certain to be a slow recovery for Louisiana.

Newly nominated Republican presidential candidate Mitt Romney visited flood-ravaged communities, and President Barack Obama said he would arrive Monday, appearances this part of the country is all too familiar with after Katrina and the Gulf oil spill.

Meanwhile, the leftovers from the storm pushed into the drought-stricken Midwest, knocking out power to thousands of people in Arkansas. At least seven people were killed in the storm in Mississippi and Louisiana.

In Lafitte, a fishing village south of New Orleans, Romney saw soaked homes, roads covered with brown water and debris-littered neighborhoods. The GOP-friendly community is outside of the federal levee system that spared New Orleans and it lies on an exposed stretch of land near the Gulf.

Romney met along a highway with Louisiana Gov. Bobby Jindal, and they talked about challenges facing the stricken area, which relies on fishing for its livelihood. He also spoke to town officials and emergency workers.

"I'm here to learn and obviously to draw some attention to what's going on here," Romney told the governor. "So that people around the country know that people down here need help."

At one point, Romney and Jindal talked to a man in waders and a straw hat holding a handwritten, neon- yellow "Mitt Is Our Man" sign. The man complained about the area's lack of protection from flooding.

The town is located just outside a region that is protected by levees and other flood protection measures built after Hurricane Katrina battered New Orleans in 2005. The Army Corps of Engineers spent about $13 billion on the system.

Richard Riley rode out the storm in his home. Even though the water was receding Friday, he decided it was time to leave. He walked about a mile and found rescuers, who took him to family members.

Riley, a Republican, said he favored building new flood protection for the area, especially after Isaac brought in a surprising amount of water. He said he wanted Obama to help make that happen.

"He needs to see the devastation and allocate the money that's needed to build new levees or do whatever is needed to protect us," Riley said.

Crown Point, Lafitte and other nearby settlements that jut inland from the Gulf are accustomed to high water driven by hurricanes. But Isaac, a relatively weak storm by the standards of Betsy and Katrina, pushed in much more water than expected when it stalled after making landfall.

To the east, officials pumped and released water from a reservoir, easing the pressure behind an Isaac-stressed dam in Mississippi on the Louisiana border. The threat for the earthen dam on Lake Tangipahoa prompted evacuations in small towns and rural areas.

In New Orleans, at the Magnolia Discount Gas Station in the Carrollton neighborhood, employee Gadeaon Fentessa said up to 50 drivers an hour were pulling in, hopeful they could pump. He had the gas, but no power. Stations that did have power to pump had long lines.

There were other signs of life getting back to some sense of normalcy. The Mississippi River opened to limited traffic, the French Quarter rekindled its lively spirit and restaurants reopened.

Isaac dumped as much as 16 inches of rain in some areas, and about 500 people had to be rescued by boat or high-water vehicles. More than 5,000 people were still staying in shelters.

The remainder of the storm was still a powerful system carrying rain and the threat of flash flooding as it headed across Arkansas into Missouri and then up the Ohio River valley over the weekend, the National Weather Service said.

Labor Day plans were already taking a hit.

Oleg Shneper, manager of the Extended Stay America hotel in the Cincinnati suburb of Blue Ash, said occupancy was down about 10 percent already.

His hotel usually gets business travelers and a lot of people visiting nearby Kings Island amusement park in Mason.

"People have called to say they can't get here because the rain is keeping them from getting out of airports," he said. "We're also definitely not seeing as much family traffic."

Farther south, the storm victims included a man and a woman discovered late Thursday in a home in the hard-hit town of Braithwaite, south of New Orleans; a man killed in a restaurant fire; two men killed in separate car accidents, a woman whose car was hit by a tree and a man who fell from a tree.

In Louisiana alone, the storm cut power to 901,000 homes and businesses, or about 47 percent of the state, but that had decreased to 617,000.

More than 15,000 utility workers began restoring power to customers in Louisiana and Mississippi, but officials said it would be a couple of days before power was fully restored.

Crews intentionally breached a levee that was strained by Isaac's floodwaters in southeast Louisiana's Plaquemines Parish, which is outside the federal levee system. Parish President Billy Nungesser said the work was slow-going. Workers were only able to reach one spot, he said, and 10 to 12 cuts were planned. The levee is cut as the tide goes out, he said, then patched while the tide comes back.

In Mississippi's Bay St. Louis, Allen Barrilleaux, spent Friday morning draining water from the engine of his flooded truck not far from a river.

He had planned to ride out the storm with his wife, a friend, and 5-week-old son in their house, which is on stilts, but called for help Wednesday when the water came closer and large pine trees from a nearby mill swirled in the water. They were evacuated by boat.

Watching for ant beds as he walked around his green Chevy, Barrilleaux said hurricanes are part of life here, but disasters can hit anywhere.

"Life's cruel," Barrilleaux said, gripping a wrench with a greasy hand. Then he smiled.

"We're like that big old ant hill and a guy with a lawnmower just keeps mowing us down."

(AP) ? Rep. Paul Ryan's record runs deeper than his signature budget and Medicare ideas.

Mitt Romney's running mate is against abortion rights, has a top rating from gun-rights groups and backed sending troops to the wars. But in conflict with fellow Republicans, he's defended wage laws favored by unions. And he supported the auto industry bailout opposed by Romney and the bank bailout that the party's right flank now opposes.

Ryan's 14 years in Congress leave a long trail of votes for Democrats to pick apart, a process that began with gusto as Romney announced his choice Saturday.

Ryan's intense interest in fiscal issues ? he holds a degree in economics and chairs the House Budget Committee ? helps explain why those matters define him in Washington. But Ryan has always been a reliable vote on proposals dear to social conservatives, enough to earn him a perfect score from a key anti-abortion group back home.

This year, Republicans rallied behind his debt and deficit prescription to curtail federal spending on food stamps, Pell Grants for education and other programs. His debt-reduction proposal calls for cuts in personal and corporate tax rates, but also would pare back deductions and preferences that litter the tax code. So far, it has been little more than a GOP wish list that passed the Republican-led House but hasn't passed the Democratic-controlled Senate.

Ryan wants to fashion Medicare into a plan more like a 401(K), steering future retirees into private insurance plans, with a fixed payment from the government that may or may not cover as much of a retiree's costs as does the current program. It departs from the current "fee for service" framework in which the government pays doctor and hospital bills.

That's a marked shift in the social compact and not the only one he proposes. Ryan also wants to shift Medicaid to the states and sharply limit the growth of federal spending on that program. Medicare and Medicaid together reach some 100 million people.

His votes in Congress have gone against the grain at times. When Republicans have attempted to repeal federal wage protection laws for unions, Ryan has sided with Democrats in opposition. Even so, Ryan ardently campaigned for Wisconsin Gov. Scott Walker, who fended off a recall attempt spurred by state law changes cast as anti-union.

Ryan, whose district lost General Motors assembly plant a couple of years ago, supported the multi-billion dollar auto industry bailout started under then-Republican President George W. Bush and continued under President Barack Obama. Romney famously penned an opinion piece in 2008 with the headline, "Let Detroit Go Bankrupt," arguing automakers could have gone through a managed bankruptcy and re-emerged without such massive help from taxpayers.

But there's no question that his budget and Medicare plan stand among the boldest ideas in Washington and present the fattest target for Democrats. Mindful of such sensitivities, Romney campaign adviser Ed Gillespie emphasized Sunday that as president, Romney "would be putting forward his own budget" as much as he admires Ryan's, making clear the presidential hopeful is not wedded to his running mate's proposals.

In taking his place on the ticket, Ryan lamented a Washington culture of timidity on the pressing issues of the time.

"We're running out of time ? and we can't afford four more years of this," Ryan said as Romney looked on. "Politicians from both parties have made empty promises which will soon become broken promises ? with painful consequences ? if we fail to act now."

Obama's campaign said Ryan's ideas were the potentially painful ones.

"In naming Congressman Paul Ryan, Mitt Romney has chosen a leader of the House Republicans who shares his commitment to the flawed theory that new budget-busting tax cuts for the wealthy, while placing greater burdens on the middle class and seniors, will somehow deliver a stronger economy," said Obama campaign manager Jim Messina.

Ryan has taken thousands of recorded votes since coming to Congress in 1999, a minefield for any candidate let alone one aspiring to the White House.

Ryan also signed his name to 1,064 bills and resolutions over that span. Many deal with eye-glazing tax policy. Others aim to restrict abortion procedures. He's made a recurring push for line-item veto powers to restrain spending.

Despite voting solidly against abortion rights, he's given little indication, especially in recent years, that he wants to go to the ramparts on the issue. His litmus test has been budget matters, and he's been known to endorse candidates who see abortion differently, saying he is willing to agree to disagree "with mutual respect."

In 2009, he voted to prohibit federal money from being used to pay for an abortion or for any part of a health plan that covers abortion ? except when the abortion results from rape or incest or when the pregnancy threatens the woman's life.

Many years earlier, he backed bans on so-called partial birth abortion that made an exception for the life of the mother, but not for rape or incest.

A number of his legislative actions qualify as parochial measures. For instance, he's sponsored legislation to modify tax treatment of archery equipment and ease tariffs on motorcycle wheels, clearly a nod to Harley-Davidson Motor Co.'s Wisconsin base.

The local touches don't impress Ryan opponents, who say he's padded his national reputation at the expense of his district.

State Rep. Peter Barca, a Democratic former congressman from southeastern Wisconsin, criticized Ryan's record and proposals as inconsistent with the pulse of the area he represents.

"He's an articulate, good-looking guy," Barca said. "He'd talk like a moderate in Wisconsin but it wasn't until his last budget that people saw how extreme his views are."

Still, Ryan has won seven congressional elections, most handily. He has never run statewide, meaning the campaign to snatch the Wisconsin electoral votes that went to President Barack Obama last time will be a test of his appeal beyond his back yard.

The intensity of the feelings about homosexuality among many North American and British Christians is odd, particularly since these same people are seemingly apathetic about such issues as material and social justice, the environment and racism. This situation is even more perplexing when we realize that these latter issues are not so much matters of conflicting interpretations as of disobedience, of a sinful unwillingness to perform Scripture when it is clear that it will cost us some of our material comforts and closely guarded prejudices.

Let?s start with the Bible. There are 7 Bible verses that condemn ?homosexuality,? which I wedge between quotation marks here because the documents that make up what came to be known as the Hebrew Bible (?Old Testament? for Christians) & New Testament were written in Hebrew and Greek and neither language has one clear-cut word that translates ?homosexuality? in English. The current brand (and there are many) of ?homosexuality? that churches and political parties are debating all over North America did not exist in the ancient world.

The contemporary concept of what opponents call ?The Gay Lifestyle? is really about two men (or two women) who want to join in a covenant of love, service and fidelity recognized by the state they live in (and sometimes a faith community they are a part of). This kind of relationship-bound-by-promise is unique and makes society a strong, secure & stable place to live. Some might argue that this is actually not what the ?The Gay Lifestyle? is really about. They claim that it?s actually more of a movement. An ?agenda.? They say, ?It?s actually about indoctrinating our children and confusing them and giving them license to be sexually promiscuous.? That?s not really ?the gay agenda,? though. That's a perfect description for sexualized corporate advertising, internet porn and college fraternities. That?s right: a mostly ?heterosexual agenda.?

But back to the Bible. In the ancient world, ?homosexuality? meant (1) a wealthy man who hired a pre-pubescent boy to be his sex slave and prot?g? or (2) the humiliating act of anal rape performed by victorious soldiers after a village was conquered in war or (3) an act of ?worship? with same-sex prostitutes during services at a pagan temple. The main point is that ancient folk did not have a concept of ?sexual orientation,? something we are born with or develop very early in life. They were weirded out by something that most people could not understand (90-95% are born with a heterosexual orientation).

And on top of that, the Israelites were a small community trying to survive in a land of rivals: population growth through marriage and child-bearing was vital (thus we read: ?be fruitful and multiply?). The Apostle Paul uses an argument from nature in Romans 1 to prove that lesbian sex is immoral. But Paul did not understand the concept of orientation and ?homosexuality? was always represented by what he?d always read in the Hebrew Bible: something the pagans do to worship their supposed gods. It was violent, power-mongering and dehumanizing.

For folks who believe the Bible is an easy-to-read, error-free truth manual and that Paul couldn?t possibly be ignorant about the modern concept of ?sexual orientation,? how do we explain the concept of slavery in the Bible? We all know now that it is wrong to ?own? another human being, right? Yet slavery is nowhere condemned in the Bible! But slavery in the ancient world was actually quite different than the form of chattel slavery that tore more than 20 million men, women and children off the African continent (and away from their families) to work in horrific conditions on plantations and factories thousands of miles from their place of birth. Slavery in the ancient world was a way to serve time (and save money) to pay off a debt and then regain freedom . Yet, for more than two centuries in the United States, white plantation owners would read the story of Paul sending the slave Onesimus back to Philemon as a word from the Lord for all would-be run-away-slaves on their plantations. But Onesimus? situation wasn?t anything like Frederick Douglass?. In precisely the same biblical interpretive analogy, anal rape, pederastry (see Jerry Sandusky) and prostitution isn?t even in the ballpark with the concept of Adam and Steve getting married.

The debate over gay marriage within Christian circles does not boil down to what one knows about homosexuality, but largely, who one knows. And, as it turns out, most conservative Christians aren?t in relationships with too many out-of-the-closet gays and lesbians. Many gays and lesbians have been driven away from relationships with Christians because of their ?love the sinner, hate the sin? and ?I love you, but I don?t approve of your lifestyle? comments. The Evangelical Christian bubble is not safe for gays and lesbians to share their story. Many have abandoned the church altogether because faith communities refuse to acknowledge or consider that it might be natural for someone to have deep sexual and romantic feelings towards members of their same sex.

As an active participant in the Evangelical Christian sub-culture for two decades (+), I understand the sincere concern that conservative Christians have for the degradation of our society. Everytning is changing...fast. But the overwhelming focus (time, energy, resources) that Evangelicals & conservative Catholics place on the gay and lesbian community is not warranted based on the actual epicenter of societal degradation (again, think about the awkwardly overlooked "heterosexual agenda" of internet porn and college fraternities).

My proposal for North American Christians is a rather modest one. If you are compelled (as I obviously am) that same-sex orientation is not condemned by the biblical Script and that God has more than enough room for Adam & Steve (as both individuals and as a married couples), then we are called to advocate for LGBTQ rights in both the church and civil society. It is a civil rights issue and the LGBTQ community is a marginalized and oppressed people who desperately need our time, energy, resources and presence. On top of that, God longs for them to be whole-heartedly embraced to participate in the healing of the world. Gays and lesbians have unique gifts to bring to the ongoing creation of a whole New World.

If, on the other hand, you are compelled that same-sex orientation is, in fact, condemned by the biblical Script, then I simply ask you to acknowledge that there is a legitimate, biblical case to be made for full gay inclusion in both church and society. You do not need to agree with me, but I?m calling you to accept that the Body of Christ has been and is currently divided on many very important issues. Just think about the issue of war and the use of violence and participation in the military for the Christian. For the first 300 years of Christianity, these were refused by virtually every single Christian in the Roman Empire. Or how about the use of interest by banks and financial institutions? Can Christians make profit off the debt of others? For the first 1000 years+ Christians did not believe this was biblical. Or how about the slavery debate or the role of the church in the gruesome colonial project or the current debate over the role of women in church and society? I could go on and on.

I am, however, perplexed by two particular reactions from some Christians to the debate on homosexuality. Some Christians committed to the status quo say (almost verbatim) ?I?m just tired of this issue. Why can?t we just put it to rest? We?ve got other more important things to deal with.? This is precisely the time to have a conversation with a real gay Christian. They?ll tell you exactly why this issue is so important and why we can?t put it to rest until long-overdue justice is served.

The second reaction is from Christians who say something to the effect ?I don?t care if they get married. Sure, let them have their rights!? This seemingly tolerant and accepting stance functions ?on the fence? because it actually does nothing to advocate for gays and lesbians. It is a ?neutral? stance in a debate that transcends neutrality (as all justice issues are). As Desmond Tutu writes, ?If you are neutral in situations of injustice, you have chosen the side of the oppressor. If an elephant has its foot on the tail of a mouse, and you say that you are neutral, the mouse will not appreciate your neutrality.?

With this said, I propose that Christian communities currently enmeshed in this debate acknowledge the challenge that biblical interpretation has always presented the Church. Let?s do what the original disciples did in Acts 15 when they were confronted with the first real test of the Christian movement: what to do with uncircumcised, non-kosher Gentile believers of ?the Way.? Their decision was reportedly unanimous, but the process is what matters for our current ?situation.? These Christians (as reported in Acts 15) had an open mic night and had the space and time to report on what the Spirit of God was doing in the life of Gentiles. And, sure enough, they proclaimed that God was, in fact, working within and through Gentiles without them being converted to Judaism (circumcision and dietary regulations were key identity markers that these Gentiles had not undergone). This was scandalous and overturned centuries of what the Christians now call the Old Testament story.

After these Christians acknowledged the role of the Spirit in the lives of Gentiles, they prayed together and read Scripture together and made a decision together. This is what Christians do when they disagree. They listen and pray and read.

Sure enough, I have been a witness to the role of the Spirit of God in the lives of Christians who have been gifted with homosexual orientation and practice it just like the rest of us heteros. They bear the fruit of the Spirit in ways that rival heterosexual Christians. But, in both church and society, they?ve been forced to bear an unnecessary cross for too long. They?ve been bullied, projected upon, oppressed, left out, demonized and mythologized. Sounds like Jesus to me. And, like Jesus, they are rising again. This is great news. Will you consider participating in it?

Ryan seen as Romney's bridge across GOP spectrum

JANESVILLE, Wis. (AP) ? Even before Wisconsin sent Paul Ryan to Congress, he was meticulously carving a path that seemed to point only upward.

As a young Capitol Hill staffer, he impressed Republican lawmakers with his hustle and intellectual curiosity. He blended quickly with an elite crop of conservative thinkers. By his 30s, he was a congressman on his way to becoming a GOP name brand with his push-the-edge budget proposals.

Ryan's climb reached new heights Saturday when Republican presidential nominee Mitt Romney announced him as his running mate.

"Mitt's Choice for VP is Paul Ryan," said a phone app Romney's team created to spread the word to supporters.

As the chairman of the House Budget Committee, Ryan gives Romney a link to Capitol Hill leadership and underscores Romney's effort to make the election a referendum on the nation's economic course. Romney also could see his standing improve in Wisconsin, a state President Barack Obama won handily four years ago but that could be much tighter this November.

Even so, Ryan has been a double-edged sword for Romney. The congressman's endorsement of Romney came at a critical stage of the GOP primaries, giving him a boost in the Wisconsin race that effectively buried Romney's final threat. But it also meant Romney was embracing the Ryan-sponsored budget proposal that Democrats fiercely target as painful to the poor and elderly.

Still, the square-jawed congressman is viewed as a bridge between the buttoned-up GOP establishment and the riled-up tea party movement.

At 42, Ryan has spent almost half of his life in the Washington fold, the last 14 representing a southern Wisconsin district that runs from the shores of Lake Michigan through farm country south of Madison.

Ryan grew up in Janesville and still lives just down the block from where he spent his boyhood. His father, a lawyer, died of a heart attack when Ryan was a teenager. It's why Ryan is a fitness buff, leading fellow lawmakers through grueling, early-morning workouts and pushing himself through mountain climbs.

That same intensity propelled him on the political front, too.

He was first exposed to Congress as a summer intern to Sen. Robert Kasten. With an economics degree in hand, Ryan worked his way through committee staff assignments, a prominent think tank and top legislative advisory roles until opportunity arose with an open seat from his home turf. He leveraged Washington connections, local ties forged through the family construction business and the backing of anti-abortion groups en route to his surprisingly comfortable victory.

As a 28-year-old, Ryan entered Congress brimming with idealistic views about forcing government to become leaner and less intrusive, principles he thought even fellow Republicans were abandoning too readily.

"One of the first lessons I learned was, even if you come to Congress believing in limited government and fiscal prudence once you get here you are bombarded with pressure to violate your conscience and your commitment to help secure the people's natural right to equal opportunity," Ryan wrote in a 2010 book.

Critics question Ryan's own consistency. They note that he backed a costly prescription drug benefit during Republican George W. Bush's presidency that added strain to the Medicare budget, which Ryan touted at the time as "one of the most critical pieces of legislation" enacted since he joined Congress. He said in a June interview with The Associated Press that he took a "defensive" vote to ward off a more expensive Senate version. More recently, Ryan served on a bipartisan presidential debt commission but balked at its report because a tax increase was on the menu of options.

He is a disciple of and past aide to the late Rep. Jack Kemp, once a GOP vice presidential nominee himself who effusively promoted tax cuts as a central tenet for economic growth.

From the title page of his idyllic "Path to Prosperity" budget plan down to the most scrutinized fine print, Ryan is adept at framing proposals in the most pleasant terms.

Ryan's opponents charge that his call to open Medicare to more private competition is too risky even if implementation would be a ways off; he counters that the latest version was fashioned in consultation with prominent Democrats in hopes of heading off an all-out program collapse that would devastate the financial security of future retirees. Foes say his plans to scale back food stamps and housing assistance are mean-spirited; Ryan describes the moves, which would allow states to further customize their welfare programs while imposing tougher time limits and work requirements, as empowerment for the downtrodden who he argues are being lulled into lives of complacency and dependency.

It took time for Ryan's own party to get fully behind his ideas. A few years ago, when Ryan first proposed dramatic changes to entitlement programs like Medicare some in the GOP were skittish because Democrats pounced on the plans as undermining the health program accessed by millions of retirees.

Kasten said Ryan's refusal to back down paid off politically.

"If all the sudden you become the dartboard for everyone on the left and you are willing to stand there and take the heat and the darts, you develop a tremendous amount of respect even from those who are throwing the darts," Kasten said. "In the beginning it's a grudging respect. It grows into a true respect."

Ryan has let opportunities to advance come and go, most recently when he opted not to seek an open U.S. Senate seat. His young family factored into his considerations; he and wife, tax attorney Janna, have a daughter and two sons.

Two earthquakes in Iran kill 250 and injure 1,800

DUBAI (Reuters) - Two powerful earthquakes killed 250 people and injured around 1,800 in northwest Iran, where rescue workers frantically combed the rubble of dozens of villages throughout the night and into Sunday as medical staff desperately tried to save lives.

Thousands huddled in makeshift camps or slept in the streets after Saturday's quakes in fear of more aftershocks, 40 of which have already struck.

Casualty figures are expected to rise, Iranian officials said, as some of the injured were in critical condition while others were still trapped under the rubble inaccessible to rescue workers hampered by darkness in the first hours after the quakes.

Six villages were destroyed and about 60 sustained more than 50 percent damage, Iranian media reported. About 110 villages were damaged in the quakes, Deputy Interior Minister Hassan Ghadami was quoted by Fars as saying.

Photographs posted on Iranian news websites showed numerous bodies, including children, lying on the floor of a white-tiled morgue in the town of Ahar and medical staff treating the injured in the open air as dusk fell.

Other images showed massive destruction wrought by the earthquakes and rescue workers digging people out of the rubble, some alive, many dead.

Iran is situated on major fault lines and has suffered several devastating earthquakes in recent years, including a 6.6 magnitude quake in 2003 that reduced the historic southeastern city of Bam to dust and killed more than 25,000 people.

The U.S. Geological Survey measured Saturday's first quake at 6.4 magnitude and said it struck 60 km (37 miles) northeast of the city of Tabriz at a depth of 9.9 km (6.2 miles). A second quake measuring 6.3 struck 49 km (30 miles) northeast of Tabriz 11 minutes later at a similar depth.

Ghadami said 250 people had been killed and about 1,800 injured, Fars reported. A local emergency official told the Iranian Students' News Agency (ISNA) that about 2,000 people were believed to be injured.

The second quake struck near the town of Varzaghan. "The quake was so intense that people poured into the streets through fear," said the news agency Fars.

COLLAPSED BUILDINGS

Hundreds of people were rescued from under the rubble of collapsed buildings but nightfall severely disrupted emergency efforts.

"Unfortunately there are still a number of people trapped in the rubble but finding them is very difficult because of the darkness," Fars quoted the national emergency head Gholam Reza Masoumi as saying.

IRNA quoted Bahram Samadirad, a provincial official from the coroner's office, as saying: "Since some people are in a critical condition ... it is possible for the number of casualties to rise."

Interior Minister Mostafa Mohammad-Najjar has arrived in the area and was holding meetings with local officials meant to coordinate the emergency response, ISNA reported.

The hospital in Varzaghan, staffed by just two doctors and with shortages of medical supplies and food, was struggling to cope with about 500 injured, the Mehr news agency reported.

The earthquakes struck in East Azerbaijan province, a mountainous region that neighbors Azerbaijan and Armenia to the north and is predominantly populated by ethnic Azeris - a significant minority in Iran.

Its capital, Tabriz, is a major city and trading hub far from Iran's oil-producing areas and known nuclear facilities. Buildings there are substantially built and the Iranian Students' News Agency said nobody in the city had been killed or hurt.

Homes and business premises in Iranian villages, however, are often made of concrete blocks or mud brick that can crumble and collapse in a strong quake.

Hospitals in Tabriz took in many of the injured from the surrounding villages, and city residents left their homes and crowded the streets following the two quakes, residents said.

"We were in our home on the sixth floor when the earthquake struck," said Massood, a Tabriz resident who spoke to Reuters by phone. "It took a very long time. For about 40, 45 seconds everything was shaking and we were ready for the building to collapse, but nothing happened."

His family was leaving their home and was in the stairwell when the second earthquake struck, Massood said. Ambulances were crowding a major Tabriz hospital from about midnight onward, he said, and a sizeable aftershock around 3 a.m. local time brought people out of their homes again.

"I was just on the phone talking to my mother when she said, 'There's just been an earthquake', then the line was cut," one woman from Tabriz, who lives outside Iran, wrote on Facebook.

"God, what has happened? After that I couldn't get through. God has also given me a slap, and it was very hard."

Red Crescent official Mahmoud Mozafar was quoted by Mehr news agency as saying about 16,000 people in the quake-hit area had been given emergency shelter.

Iranian health minister Marzieh Vahid Dastejerdi said the government had dispatched 48 ambulances and 500 blood bags to the worst affected areas, IRNA reported.

Officials said distribution of emergency shelter was ongoing and a field hospital was being set up in Varzaghan on Sunday to treat the injured.

Fars quoted Iranian lawmaker Abbas Falahi as saying he believed rescue workers had not yet been able to reach between 10 and 20 villages. Falahi said people in the region were in need of bread, tents and drinking water.

A local provincial official warned of more aftershocks over the next 48 hours and urged people in the area to stay outdoors.

The Turkish Red Crescent said it was sending a truck full of emergency supplies to the border. Turkey's Foreign Ministry said it had informed Iran it was ready to help.

GNOME OS plans detailed desktops and tablets and smartphones, oh my!That the GNOME devs planned to package their distro of Linux is hardly a secret, but we haven't heard to many details. Now Allan Day, one of the interface and UX designers, has explained not just the goals, but the reasoning behind the move. The foundation has realized a number of things, chief amongst them is that the move towards tablets and smartphones means GNOME needs to become more finger-friendly if it hopes to survive. That doesn't mean that the desktop environment is looking to take on iOS and Android necessarily. GNOME OS is going to be aimed at developers, with the goal stabilizing its associated SDKs and APIs, while refining the user experience. That means not just UI tweaks, but rewritten core apps and a "new model for accessing content." Travel day for me ? here?s Tim Duy: Second Policy Failure of the Week, by Tim Duy: This week?s policy and communication failures of ECB President Mario Draghi border on epic. It would almost be funny if it wasn?t so sad, not just for the ECB, but for the ever-increasing number of unemployed in the Eurozone. Teetering on the abyss with record high unemployment putting the lie to his claims about the strength of the Eurozone, Draghi chooses to play mind games with financial markets. This marks a new low in European crisis management. Who am I kidding? This doesn?t just border on epic. It is epic. And one wonders why I have so little confidence. As is now widely known, last week, in the midst of surging bond yields in the periphery, Draghi delivered some what now appear to be off-the-cuff remarks signaling the ECB was prepared to do whatever it takes to save the Euro. This was interpretted by market participants as capitulation on the part of the ECB, as it is generally believed that saving the Eurozone, at least with any semblance of economic dignity, requires the ECB to acknowledge its role as lender of last resort for sovereign debt. This follows naturally from the realization that only the ECB has the firepower to snuff out the debt crisis that engulfs one European nation after another. Draghi, however, did not intend to send such a signal, showing a phenomenal lack of cognizance about the fragile state of financial market confidence in Europe. From the Wall Street Journal live blog: At the conclusion of their meeting today, the ECB failed to meet the unintentionally ramped-up expectations of financial market participants. Indeed, the ECB did exactly nothing. No new policies, just vague promises about policies that may or may not be implemented in the future. On such policies: The Governing Council extensively discussed the policy options to address the severe malfunctioning in the price formation process in the bond markets of euro area countries. Exceptionally high risk premia are observed in government bond prices in several countries and financial fragmentation hinders the effective working of monetary policy. Risk premia that are related to fears of the reversibility of the euro are unacceptable, and they need to be addressed in a fundamental manner. The euro is irreversible. This, I think, is critical to understanding the level of support the ECB is willing to provide. They are not prepared to eliminate default risk by serving as a lender of last resort; they are only willing to eliminate the risk premia associated with a nation?s exit from the Euro. I increasingly think that you can?t separate the two, that only by serving as a lender of last resort can you eliminate the exit premia. But the ECB doesn?t see it that way, and as such I suspect is willing to do much less than needed to resolve their end of the crisis. the more optimisitc interpretation is that Draghi is really just repackaging all the risk premia, default or otherwise, as reversibility risk to limit resistance from the Bundesbank. See Joseoh Cotterill at FT Alphaville. Then comes the expected push for more sustained fiscal austerity: In order to create the fundamental conditions for such risk premia to disappear, policy-makers in the euro area need to push ahead with fiscal consolidation, structural reform and European institution-building with great determination. As implementation takes time and financial markets often only adjust once success becomes clearly visible, governments must stand ready to activate the EFSF/ESM in the bond market when exceptional financial market circumstances and risks to financial stability exist ? with strict and effective conditionality in line with the established guidelines. When all you have is a hammer, everything is a nail. The ECB will not do anything until European rescue funds are activated under traditional guidelines. On the role of subsequent role of the ECB: The adherence of governments to their commitments and the fulfilment by the EFSF/ESM of their role are necessary conditions. The Governing Council, within its mandate to maintain price stability over the medium term and in observance of its independence in determining monetary policy, may undertake outright open market operations of a size adequate to reach its objective. In this context, the concerns of private investors about seniority will be addressed. Furthermore, the Governing Council may consider undertaking further non-standard monetary policy measures according to what is required to repair monetary policy transmission. Over the coming weeks, we will design the appropriate modalities for such policy measures. Translation, I think: After the rescue fund is activated, and if the risk premia related to reversibility of the Euro remains high, then and only then will the ECB, reluctantly, buy bonds of affected nations. It is interesting that they acknowledge the seniority issue. Here I assume that the ECB intends to signal that they would share in any subsequent debt restructurings. It seems, however, that this might limit their willingness to buy said bonds, implying a less-than-aggressive response. Relatedly, the IMF lends support, via the FT: Spain is already doing what the International Monetary Fund would demand in return for a bailout, said Christine Lagarde, IMF managing director, in an endorsement of the country?s economic policy. Her comments both argue that Spain should not need an IMF rescue but also suggest that it might obtain one without much change to its domestic economic policies. There is speculation that Spain admitted to Germany last week that Spain would need a formal bailout, which would entail a traditional restructuring program. The IMF is saying that Spain already has such a program in place, and thus could ask for a bailout without fear of embarrassment. Of course, one might add that if Spain is doing everything they can, why is the economy still sinking? Because they are pretending the the traditional IMF medicine of currency devaluation can be substituted one-for-one with internal deflation. Good luck with that. Also, if I am reading this correctly, if the ECB will only buy Spanish debt after Spain has asked for and received a EFSF/ESM program, then I think they intend to let the financial crisis engulf Italy until that nation also asks for an EFSF/ESM program. Is this correct? Because if it is, it doesn?t sound like much of a firewall. And if they encourage the idea they will only help after the crisis intensifies to the point in which a bailout is necessary, won?t such a policy increase the already troublesome financial fragmentation in the Eurozone? I will let others assess the economic outlook. I will leave the first shot for Joe Gagnon: Yes, insane indeed. As for the market fallout, the Euro and European equities were generally stronger as the morning progressed, but then plunged as Draghi started talking and the lack of ECB action became evident. Spanish and Italian equities were particularly hard hit, down more than 5% and 4%, respectively. Bonds were something of a mixed bag. Long bonds were pummeled, especially in Spain: But 2-year Spanish bond extended gains, although at 4.8% are still well above the the 2.5% range seen earlier this year. I think the message here is that market participants believe Spain can be limped along in the short-run, but there is much less confidence in the long-run. No surprise, given the devastating impacts of fiscal austerity coupled with a ongoing collapse of the financial system. Bottom Line: An epic policy failure by the ECB. Not only is the ECB willing to let the Eurocrisis simmer for another month, but their communication strategy is abysmal. Draghi very desperately needs to be more aware of the impact of his comments. As for the ECB statement, I think it says that the ECB is a second line of defense, and they will act reluctantly only after the EFSF/ESM fund is activated. This seems to imply to imply a formal bailout request as a precondition to ECB action. We really need to see more clarification in the weeks ahead about what the ECB sees as the ordering of policy actions in the Eurozone. The order implied in this statement seems to me like a commitment to continued economic stagnation.

Yet the overriding story of the past few years is not Mr. Obama?s mistakes but the scorched-earth opposition of Republicans, who have done everything they can to get in his way ? and who now, having blocked the president?s policies, hope to win the White House by claiming that his policies have failed. And this week?s shocking refusal to implement debt relief by the acting director of the Federal Housing Finance Agency ? a Bush-era holdover the president hasn?t been able to replace ? illustrates perfectly what?s going on. Some background: many economists believe that the overhang of excess household debt, a legacy of the bubble years, is the biggest factor holding back economic recovery. ? And the obvious place to provide debt relief is on mortgages owned by Fannie Mae and Freddie Mac? The idea of using Fannie and Freddie has bipartisan support. ? But Edward DeMarco, the acting director of the agency that oversees Fannie and Freddie, refuses to move on refinancing. And, this week, he rejected the administration?s relief plan. Who is Ed DeMarco? He?s a civil servant who became acting director of the housing finance agency after the Bush-appointed director resigned in 2009. He is still there, in the fourth year of the Obama administration, because Senate Republicans have blocked attempts to install a permanent director. And he evidently just hates the idea of providing debt relief. Mr. DeMarco?s letter rejecting the relief plan made remarkably weak arguments. He claimed that the plan, while improving his agency?s financial position thanks to subsidies from the Treasury Department, would be a net loss to taxpayers ? a conclusion not supported by his own staff?s analysis? The main point, however, is that Mr. DeMarco seems to misunderstand his job. He?s supposed to run his agency and secure its finances ? not make national economic policy. If the Treasury secretary, acting for the president, seeks to subsidize debt relief in a way that actually strengthens the finance agency, the agency?s chief has no business blocking that policy. Doing so should be a firing offense. ? The DeMarco affair ? demonstrates, once again, the extent to which U.S. economic policy has been crippled by unyielding, irresponsible political opposition. If our economy is still deeply depressed, much ? and I would say most ? of the blame rests not with Mr. Obama but with the very people seeking to use that depressed economy for political advantage.

AstraZeneca, BTG scrap sepsis drug as trial fails

LONDON (Reuters) - An experimental drug for severe sepsis from AstraZeneca and BTG failed to help patients in a crucial mid-stage clinical trial and its development will now be halted, BTG said on Wednesday.

Sepsis occurs when the body's immune system sets off a chain reaction and over-reacts to an infection, damaging vital organs.

The news is a blow for both companies' drug pipelines, although the development of CytoFab, or AZD9773, was always viewed by analysts as risky.

There are big potential rewards for a successful medicine to treat sepsis, which affects around 3 million people a year worldwide and has a 30 percent mortality rate. The drug industry, however, is littered with past failures in the area.

Deutsche Bank analyst Richard Parkes said CytoFab, if it had worked, might have generated 1 billion pounds ($1.6 billion) in annual sales, with BTG getting a royalty of around 25 percent - but he had only given it a one in five chance of success.

CytoFab is the second high-risk drug to flunk tests this week, following the failure of a keenly anticipated Alzheimer's treatment from Pfizer, Johnson & Johnson and Elan.

BTG said it expected to take a charge of approximately 28 million pounds ($43.82 million) in the current financial year related to the ending of the drug's development, following the failure of the Phase IIb study.

Nomura Code analyst Gary Waanders, who cut his recommendation on BTG to "sell" from "neutral", said he was not hugely surprised by CytoFab's failure, which reduced the fair value of BTG shares to 240-260 pence.

The setback is a bigger blow for BTG than its larger partner AstraZeneca and BTG shares initially tumbled more than 10 percent before paring losses to stand to 2.3 percent lower at 330 pence by 1110 GMT. AstraZeneca was also off 2.3 percent at 3,013p as its shares traded without a 58.1p interim dividend.

LILLY DRUG WITHDRAWN

Louise Makin, BTG's chief executive, said the results were "obviously disappointing", but added that the company's core business and trading continued on track.

For AstraZeneca, the news is a further blow to confidence in its research capabilities, following a series of earlier setbacks that had already narrowed its chances of finding new medicines to replace those going off patent.

A spokeswoman said the Anglo-Swedish group would continue to invest in innovative medicines where there was an unmet medical need and an appetite to pay for new treatments.

AstraZeneca bought the rights to develop CytoFab from Protherics in 2005, before UK-based BTG acquired that biotech company.

In the light of the clinical trial data, AstraZeneca has decided to halt any further development of the product and is handing the asset back to BTG, which has no plans to develop it further.

Doctors fighting sepsis have few treatment options. Eli Lilly last year withdrew its previously marketed sepsis drug Xigris from all markets after it failed to help patients live longer in a clinical trial.
