Dell XPS 15 (Summer 2012)


Competition is tough among manufacturers of premium desktop replacement laptops, with plenty of players vying for the Windows PC market and a growing number moving to Apple products. But while everyone is busy doing their best Apple impression, not every laptop has the performance to back up a premium price tag. The Dell XPS 15 does, thanks to a quad-core Ivy Bridge processor, switchable Nvidia graphics, and a design that is highly refined, if not entirely original. If you're not yet ready to go the Mac route, this could be a solid backup plan.

Design
The Dell XPS 15 has a minimalist design, with a dark all-metal chassis with curves and smooth surfaces that echo the MacBook Pro's unique look. Dell has done its best to distinguish the XPS 15 with a two-tone design of dark metal on the lid and a stripe of bare silver aluminum around the edge, but with the Dell XPS 15 sitting on the laptop testing bench alongside the soon-to-be-reviewed Apple MacBook Pro 15-inch (Mid 2012) and the Editors' Choice Apple MacBook Pro 15-inch (Retina Display) , it's hard to ignore the similarities. In fact, "similarities" may not be strong enough a term?perhaps "uncanny resemblance," "clear inspiration," or "out-and-out clone" would be closer. Dell may not say it in any ads, but it's clear that this is Dell's answer to the MacBook Pro. In fairness, Dell isn't alone in this, as we've pointed out designs cribbed from Apple in other premium desktop replacements, such as the HP Envy 15 (2012) .

Believe it or not, we're not knocking Dell for pulling a page from the Jony Ive design book. In fact, Dell has put a great deal of time and attention into improving the XPS 15's look, and has largely succeeded. Where Apple uses bare aluminum, Dell adds soft touch paint on the palm rest and a silicone panel on the bottom, making the XPS 15 both more touchable and a bit more stable on some surfaces. Apple's unibody design has a hard edge around the palm rest, but Dell softens things with a minute bevel. The backlit chiclet keyboard adds some curvature to the key caps, making for a comfortable typing experience, and the clickpad is coated with the same soft touch paint as the palm rest. All in all, although the XPS 15 looks like an Apple product, it actually feels better.

The 15.6-inch widescreen display offers 1,920-by-1,080 resolution, the same seen on the HP Envy 15 and surpassing the more modest resolutions of the Samsung Series 7 (NP700Z5A-S03) and last year's Dell XPS 15z (Microsoft) , but it can't touch the groundbreaking 2,880-by-1,800 Retina display on the new MacBook Pro. (It's tough to compete with technology that Apple bought with its giant pile of money?but you'll also pay a $500 premium to get it.) The XPS 15 also has solid audio, with Waves MaxxAudio 4 and two integrated two-watt stereo speakers. The only thing you won't get is an integrated subwoofer like the one seen (or rather felt) in the HP Envy 15.

Features
In addition to a quality design, the Dell XPS 15 also offers a full selection of ports. Most are located on the left side of the laptop, with three USB 3.0 ports, a compact Ethernet port, and HDMI and Mini DisplayPort outputs (for monitors and HDTV). On the other side you'll find a card reader (SD/MMC), jacks for both headphones and headset (the latter also doubles as a microphone jack), and a slot-loading optical drive that reads Blu-ray discs and burns DVDs. Above the screen is a Skype-certified 1.3-megapixel webcam, and a dual-mic array provides clear sound while chatting.

Inside its magnesium chassis, the XPS 15 is equipped with 802.11n Wi-Fi and Bluetooth 4.0. If you don't want the hassle of connecting to a TV through the HDMI port, the XPS 15 also offers WiDi 2.0, although you'll need to also use an adapter, such as the Netgear Push2TV ?one normally costs $99, but Dell will bundle it with the XPS 15 for $79. The XPS 15 is available with both traditional hard drives and solid-state drives (SSDs), but our review unit offered an excellent combined solution: a 750GB 7,200rpm hard drive and a 32GB flash memory cache, providing the requisite speed for Intel's RapidStart technology and snappy performance for less money than the cost of a full SSD. It's not as snappy as the 256GB of flash storage found in the MacBook Pro, but it has a considerably larger capacity.

On the hard drive you'll find several programs already installed, including Adobe Reader X, Microsoft Office 2010 Starter, Skype, Internet Explorer, Windows Live Essentials, Wave 4, and a 30-day trial of McAfee Security Center. Instead of the usual one-year warranty, Dell covers the XPS 15 with its Premium Protection plan, which also includes coverage for accidental damage, Lojack for Laptops, remote diagnosis and in-home service, and premium phone support.

Performance
Dell XPS 15 (Summer 2012) Dell has updated the XPS 15 with an Intel third-generation Core i7-3612QM quad-core processor, paired with 8GB of RAM. The new processor provides a significant step up in capability, allowing the XPS 15 to surge ahead of systems equipped with second-generation processors. In Futuremark PCMark 7, the XPS 15 scored 4,003, as compared with the Samsung Series 7 (2,697) and the HP Envy 15 (2,218). It also led in CineBench R11.5, where the XPS 15 scored 5.64, ahead of both the Samsung (4.55) and the HP Envy 15 (2.67), although it fell behind the Apple MacBook Pro 15-inch (Retina Display), which scored 6.18 when tested in Mac OS X. Speedy times in Handbrake (1 minute 23 seconds) and Photoshop CS5 (3:43) showed off the system's multimedia chops as well.

Thanks to an Nvidia GeForce GT 640M discrete graphics processor and 2GB of VRAM, the Dell XPS 15 also has some facility with gaming. It cranked through 3DMark06 with some of the best scores we've seen in this category, scoring 12,458. As for our real-world gaming tests, it tore through Crysis at 74 frames per second (fps) and Lost Planet 2 at 58fps?only gaming-specific laptops did better. By comparison, the Samsung Series 7 fell behind in both Crysis (49fps) and Lost Planet 2 (64fps). Unfortunately, until we test both MacBook Pros with Windows, we don't have benchmark numbers to compare. Given the similarity in hardware, however, they are likely close in performance.

The Dell XPS also benefits from Optimus automatic switching, which allows the graphics processing to shift seamlessly between the Nvidia graphics card and Intel's integrated HD Graphics 4000, making for better energy efficiency without sacrificing graphics quality. As a result, the XPS 15 lasted an impressive 7 hours 28 minutes on our MobileMark 2007 battery rundown test.

Among premium desktop replacement laptops, the Dell XPS 15 is an above-average contender, with top hardware and solid performance. Unfortunately?especially with such a strong physical resemblance to the MacBook Pro?it can't match Apple's Retina display, Thunderbolt connection, and top-tier operating system. As a result, the Editors' Choice Apple MacBook Pro 15-inch (Retina Display) stays on top, but the Dell XPS 15 takes a close second place with strong performance and a much more affordable price. If you're in the market for a premium laptop, the Dell XPS 15 is an easy choice among Windows PCs.

Huge tax cuts, uncollected taxes starve our social programs

?Where?s the money coming from??

That?s the question thrown at any individual or group seeking increased funding for Medicare, education, child care, or pensions; for more battered women?s shelters, more social housing; for a genuine effort to eliminate or at least reduce the rates of poverty and homelessness in Canada.

The presumption underlying this question is not only that the federal government really is strapped for cash, but also that the Canadian economy is failing to generate enough tax revenue to support an adequate social security system.

The facts and figures disprove these suppositions.

Canada?s gross domestic product (GDP), as measured on a per capita basis by the OECD, stood at $46,236 in 2010. That?s $46,236 for every man, woman, and child in the country ? an amount that put Canada in ninth place on the list of 34 OECD countries. We were behind Norway, Sweden, Denmark, the United States and Switzerland, but ahead of Finland, the Netherlands, Britain, France, and Germany. The average per capita GDP for the European Union in 2011 was $35,116, more than $11,000 behind Canada?s.

Of course there are several ways of calculating per capita GDP, but the slightly different methods used by the World Bank and the CIA also place Canada comparatively high on their lists of industrialized countries.

Making historic comparisons is complicated by having to take the effects of inflation into account; but it?s safe to say that the per capita income generated by Canada?s economy today ? in constant dollars ? is at least 50% higher than it was back in the 1970s. That?s when Canada?s major social programs, such as Medicare, CPP, and UI, were at their peak.

So we now have a country that in constant dollars is far wealthier than it was in the mid-70s, but one that somehow allegedly can?t afford to improve or even maintain the social programs we managed to fund with far less national income four decades ago.

The share of its GDP that Canada devotes to social spending has dropped steadily and when last measured stood at just 16%, a dismal 22nd out of 30 OECD countries. The average OECD nation spends about 23% of GDP on its social programs, and some countries, such as Sweden and France, spend as much as 27%.

Clearly the problem in Canada is not one of revenue insufficiency, but of revenue maldistribution. The underfunding of Medicare and other social programs has been a matter of choice, not necessity. The money is readily available ? or could be made available ? for any project or program that is considered important enough to deserve it.

Where, for example, is the money to come from for the Harper government?s purchase of F-35 fighter planes, which could eventually cost $25 billion or more? It?s not an expenditure that could be justified on a national security basis (or any other basis), but Harper wants the planes, so the money to buy them will be provided. Allocating the same amount for health care, child care, or child poverty reduction would also be financially feasible, but don?t expect that to be done by a government that puts the broader public interest so low on its ?to-do? list.

However, the question ?where?s the money coming from?? still suffices to mislead most Canadians. Why? Because both Conservative and Liberal federal governments have deliberately kept their spendable revenue billions of dollars lower than it would be without the massive tax cuts and ?tax expenditures? both parties have implemented while in power.

The federal corporate tax rate has been slashed from 28% in 2000 to 18% in 2010, depriving the government of $745 billion in revenue over 10 years.

Corporate income tax expenditures ? a euphemism for uncollected taxes ? have transferred at least another $100 billion annually from the federal Treasury into corporate coffers. If you look up Corporate Income Tax Expenditures for 2010 on the Finance Department?s website, you?ll see items such as: dividend refund $6.65 billion, refundable taxes on investment income $3.5 billion, capital gains deferrals $3.32 billion, tax on dividends exempted from non-resident withholding tax $1.8 billion, investment tax credits $287 million, meals and entertainment expenses $265 million, management fees $120 million, etc., etc. There?s also a listing for the non-taxation of life insurance companies? world income, but the amount is cited as NA (not available).

Add to this list of uncollected corporate tax amounts the sum of $88 billion a year that Canadian corporations and wealthy individuals are estimated to sock away in overseas tax havens every year. Most of this tax-avoided hoard could be taxed if the government really wanted to track it down ? or, better still, prevent it from being tax-havened in the first place.

To sum up, the creation and maintenance of a strong social safety net in Canada is a matter of choice and preference, not a matter of available money. Most of the countries in Europe, many with less income than we potentially have at our disposal, have been able to establish a wide range of social programs that far surpass ours in quality and accessibility.

Our political leaders could match the Europeans in social spending if they truly wanted Canada to have a just society. They could do it by restoring some of the tax revenue they have unnecessarily and unfairly forgone.

And then everybody would know where the money is coming from.

Arizona deputy says he risked life for illegal immigrant

PHOENIX (Reuters) - A deputy from a controversial Arizona sheriff's office countered accusations of racial profiling on Thursday, telling a court that he had risked his life to rescue a Latino illegal immigrant from armed kidnappers.

Carlos Rangel told a civil trial alleging Maricopa County Sheriff Joe Arpaio that, at the behest of federal immigration police, he went undercover to play the role of the immigrant's relative to meet kidnappers, one of whom pointed a gun at him.

The kidnappers were arrested and the immigrant was released.

Asked by defense lawyer Tom Liddy, Rangel if he was an "anti-Hispanic bigot", Rangel answered: "No. I am not."

Arpaio, who styles himself "America's toughest sheriff," and his office are defendants in a class-action lawsuit in U.S. District Court in Phoenix that will test whether police can target illegal immigrants without racially profiling Hispanic citizens and legal residents.

The 80-year-old lawman testified this week he was against racial profiling and denied his office arrested people because of the color of their skin.

The sheriff, who is seeking re-election to a sixth term in November, has been a lightning rod for controversy over his aggressive enforcement of immigration laws in the state, which borders Mexico, as well as his investigation into the validity of President Barack Obama's birth certificate.

Arizona was in the news last month when the U.S. Supreme Court upheld a key element of the state's crackdown on illegal immigrants requiring police to investigate those they stop and suspect of being in the country illegally.

Arpaio faces a separate, broader lawsuit filed by the U.S. Justice Department in May, alleging systematic profiling, sloppy and indifferent police work and a disregard for minority rights.

'RUDE' AND 'MOCKING'

The civil lawsuit was lodged in the name of Manuel Ortega Melendres, one of five Hispanics who say they were stopped by deputies because they were Latino, which Arpaio denies. It was later opened to all Latino drivers stopped since 2007.

Melendres, a Mexican tourist on a valid visa in a truck was pulled over ostensibly because the white driver was speeding.

Rangel, who arrested Melendres, was asked by plaintiffs' counsel if he had questioned the driver. He told the court he had no grounds to investigate the driver.

When asked by Liddy if he had ever racially profiled anyone while working at the sheriff's office, Rangel, a 13-year veteran of the force, replied: "No".

In later testimony, a Hispanic woman who is a U.S. citizen told the court she was pulled over by a sheriff's deputy in 2009 on suspicion she had drugs, alcohol and weapons in her car as she drove home from studying at a Phoenix valley university.

Despite telling the deputy she was pregnant, Lorena Escamilla said, she was thrown roughly onto the back seat of his patrol car. A subsequent search of her car did not find any drugs. While she was cited for failure to produce identification and not having insurance, charges against her were dropped.

Escamilla said she later filed a charge of assault with Phoenix police department against the deputy and has since been fearful of being pulled over by the officer.

Also testifying was a Hispanic mother who was in a vehicle with a group of Boy Scouts that was pulled over in 2009 by a deputy for speeding while returning from the Grand Canyon.

Diona Solis, who is also a U.S. citizen, said the deputy was "rude" and "mocking" and unnecessarily requested identification from the boys in the car aged 8 to 11, among them her son.

"The boys were minors ... I thought it was unreasonable to ask them for IDs ... they hadn't done anything wrong," she said.

Google rolls out fibre optics for gigabit internet

Google has launched its own internet service provider with connections so fast you could download an HD movie in the time it takes to read this sentence, it claims. Google Fiber will offer download speeds of 1 gigabit per second, around 100 times faster than the average US internet connection.

The service will launch in Kansas City, which saw off more than 1100 other communities that had applied to be the first with gigabit internet when Google first announced its plans in 2010. Data will be delivered via Google's own fibre-optic network, which the company is laying down as residents in areas of Kansas City dubbed "fiberhoods" sign up.

Google is offering three flavours of fibre. The top package, which also includes a 2-terabyte TV box capable of recording up to eight programmes simultaneously and the new Nexus?7 tablet as a remote, costs $120 per month, though it lacks popular channels such as HBO, AMC and ESPN. Gigabit internet alone is $70 per month, and there is also a 5-megabit service with no monthly fee - you just have to pay a one-off $300 to get fibre laid to your home.

The fibre connection is actually so fast that users will need a wired home network to take full advantage of it, as even the best Wi-Fi networks top out at around 300 megabits, a third of the speed Google is offering.

Google Fiber isn't the world's first gigabit internet project. That prize goes to South Korea, where five cities are wired up to the nation's pilot gigabit project - and the government wants every household to enjoy such ultrafast speeds by the end of the year.

A new book on Palermo's stolen Caravaggio reignites an old debate on art, the Mafia, and the inefficiency of Italian authorities.

The only certainty Italian authorities have, is that the late Caravaggio masterpiece was stolen on the night of October 17, 1969. It had been resting untouched for 360 years?in the Church of San Lorenzo in Palermo, Sicily. Valued at around $30 million, it tops the police's most wanted art object list.

After a time of relative silence the debate has sprung up again. Luca Scarlini, author of the recently published "The Stolen Caravaggio:?Myth and story of a robbery" went deep to untangle the story, read piles of police proceedings, and talked to a plethora of experts to make sense of the scattered information that "repentant" Mafiosi have given authorities over the decades.

Confessions greatly differ from one another. In 2008, former Mafia leader?Gaspare Spatuzza?told the Palermo police that the painting, temporarily hid in a barn, was damaged by rats and afterwards burned. Another Cosa Nostra boss, Salvatore Cancemi, confessed that every time the heads of the Mafia gather, Caravaggio's??Nativity??is showcased so that the bosses can?remind themselves of their power?in relation to that of the Italian state.

"None of these claims have ever been demonstrated," says Vincenzo Bilardello, art history professor at Sapienza University in Rome. Mr. Scarlini agrees. "All this confusion is wanted by the Mafia. It's called a 'trial trick.? Every time a Mafioso stands on trial he has the possibility to play the Caravaggio card and try to strike a deal with the police.?

Despite its grim history the story could end on a positive note. After 10 years most crimes cease to be punishable, according to Italian law, rendering the painting's rediscovery more likely since the 1980s. "It's possible??The Nativity??will show up somewhere unexpected," the author says. "It happened last April with a Cezanne painting, too, so who says it can't happen again?"
